Natura 2000 site plans will be developed for the SPNA’s included in the Natura 2000 network. The main task of plans will be to develop management measures for achieving Conservation Objectives for species and habitats of EU importance in the site. The plan is intended to be concise, using a specially created e-form and guidelines for its filling. Thus, the procedure for coordinating and approving the plan would become simpler, the time for developing the plan – shorter, and the planning of management measures – more target-oriented.
In turn, management plans of SPNA’s will also include other sections in addition to the Natura 2000 site plan, such as landscape assessment, tourism and recreation planning. Management plans of SPNA’s will also be developed for the SPNA’s that are not Natura 2000 sites.
The new framework of nature protection and management plans was developed by the Ministry of Environmental Protection and Regional Development (MoEPRD) in cooperation with the Nature Conservation Agency (NCA), Vidzeme University of Applied Sciences and Latvia University of Life Sciences and Technologies.
The new framework will be tested in the development of at least two plans during the next three years – one Natura 2000 site plan and one SPNA management plan. After the evaluation of the test results, the MoEPRD in cooperation with NCA experts will work on proposals for improving the contents of nature protection and management plans, as well as the legal regulation of the related procedure.
